I've been finding these bugs on my lilies:
I have removed them manually but some reappear from time to time. Does anyone know what they are?
And most importantly, is there something it can be done to prevent them from appearing?

Not sure what they are but maybe using BT spray might help. I use it to stop china mark moths.
I use Safer brand caterpillar killer concentrate & then mix with water in a hand pump sprayer. In the evening when the sun is not on the lily pads I mist/spray the pads nightly. In about a week or so most of them should be dead. Then every few days I reapply as a preventative. Do not know if you can get Safer where you are located though.
Since it is on the topside, I would assume it need air. a couple of things, either submerge all the leaves for a few days, or ctrim off all the leaves to remove all life stages of the bug... Or use something called a horticultural oil, this type of thing basically smothers the bug and keeps it from breathing... you can also use an oil cooking spray, but again like Kat said, apply in the evening and hose it off in the morning before the sun is too high, this will leave an oil sheen on the water so if you can't easily overflow the pond or have a skimmer it may not be an option... but I use Pam cooking spray to kill aphids all the time.
