What’s eating my plants and what can I do?

This is my pond redo I switched from and old one. And I have NO idea what is eating my lilie. The underside is clear of bugs or anything and I fertilize once a week.

Sandwich worms eat off a piece of a leaf and "wrap" themselves in it on the leaf. It looks like a piece of a leaf. They then begin to eat on the leaf. They also can wrap themselves in duckweed or other floating plants. Kill with Dipel.

Any Koi in there? I have a couple Koi in the 15" range that will occasionally take a bite of lilies. Not sure if they're trying to eat them or looking for food pellets on top of them. Normally they leave them alone- but when they do bit into them, that is exactly what it looks like.
