Exclamation Baby turtle won't bask, might be sick

I have 3 hatching western painted turtles, I've had them for about 3 weeks now and until yesterday they were all doing just fine. My most active turtle- Buddy, started to not eat and then today and yesterday all he's done is bury himself in the plants and barely stick his head out of the water, then he just sits there like that all day. I picked him up a few times and put him on the basking dock and every time he wipes his head a lot and then he jumps off and goes right back to his spot, the other two turtles are still normal so It's not the water temperature, lately I've been doing a lot of research and I can't find anything that matches Buddy's behavior. Also I looked for an exotic vet nearby and the only ones are like 4 hours away and plus my parents wouldn't even consider taking him to one. He doesn't seem to have any of the RI symptoms except for loss of energy and appetite, he looks terrible but when I take him out of his spot he looks just fine until he goes right back to it, PLS HELP!
