Looks like matsuba scales. It's a little hard to tell from the photos, but it does not have metallic (shiny) skin does it? If the skin had some shine, I'd guess it was a poor quality kujaku.

I had search the internet for similar koi (I cannot find any). Indeed, the scales looks like matsuba's but I really don't know. I'll just let this koi grow in my pond maybe I will be surprised in the future.

My first thought was mukashi because the scales look like old school mukashi ogon. But the tail makes me think its a goromo that is way more yellow than most beni. Either way, very very cool fish.

This one's really interesting. At first glance it doesn't appear metallic but then it seems to have a bit of hikari on it's head & body. I don't see it in the fins though.
It's definitely not a Mukashi Ogon but it does have a matsuba.

If you were a famous breeder, you could probably come up with some BS name for it and sell it for thousands of dollars lol. Otherwise it would just be called a Kawarigoi(oddball).

I'd hold onto it for a year or two to observe the development. There sure are some interesting oddballs out there. Check this breeder out in Japan called "Ippinya". It translates to one & only and they specialize in these one-off Kawarigoi.
