I believe it is quite difficult to have plants shipped from the US. You would need phytocertificates for each plant = expensive.
I have ordered lilies from this Canadian online seller before:

Phyto certificate is needed per shipment, (my understanding) not per plant. I do not ship to Canada so not 100% sure.
When we were shipping pond plants to Canada, we had a customer in Vancouver that seemed to be a reliable source. Odd name for the area, but nice people : http://www.hawaiianbotanicals.com
Phytos are a per shipment cost, but again when we shipped we absorbed the cost. The bigger problem if mailed will be the inspection by authorities on your end. Air freight shipments are dealt with at the airport by Ag Canada.....mailed plants also have to be inspected, but wend their way through the postal service and customs to an inspection station and the process can take days. The non-perishable item we sent to Canada a month or so ago ( dehydrated ginger not pond plants ) took ten days to reach the customer. That much time would be dicey for plants.

I’ve been to Hawaiian Botanicals, bought carnivorous plants and tillandsia from them and even some goldfish and a koi. I don’t recall there being many pond plants, but irregardless, when I was there this summer they told me they have switched to wholesale only (I pleaded that I came all the way over on the ferry from Vancouver Is. just to buy plants from them, and they let me in one last time!)
