The main factors for concrete are that it is monolithic, and generally stronger than block. The draw back for concrete is that it generally requires a pro to do the form work or gunnite/shotcrete, as amateurs are not sufficiently experienced to assure a good product. The main factor for block is the ease of use, does not require a pro to obtain a good product. Concrete does not require any type of liner, including fiberglass, and block must have some form of waterproofing to function as a pond.

Good summary. Much depends on you being willing and able to some of the work or, have it all done by a contractor.
Having a pool company do shotcrete or gunite is another option.
How much would you guys think I should budget $$$ Canadian for just the shotcrete rebar and gravel?
