Will Customs allow carry on live fish into the USA?

Hi my brother and his family is in Hong Kong for a vacay. I told him about Goldfish street and the selection there. It's been a few years but I was told that one could bring back live fish from overseas into the USA? Is this still correct? Anyone had any recent experience? Thanks in advance.

The biggest barrier is the USDA and health certificates. Not really possible.

Before 9/11 a friend brought back two tosai from the U.K. as carry on. I doubt that you could do it today.
