One way would be to open the leaves, take the leave rollers and throw them in the pond. The fish love them. I get a few here & there on my cannas. By checking everyday, that would help to keep them down.
Or you could spray Bonide Organic Bacillus Thuringiensis Concentrate. You can get this at Lowes.
This would be able to be sprayed/dusted pond side all season with no damage to fish or other plants.
