Whew, I wasn't sure what you were taking about in your title, glad to see it is a pec fin.

Even if it was off a lot like Nemo, it should have no real impact. The koi is in an enclosed environment and gets plenty of food and you attempt to prevent any preditor access. Unless you have a heavy current that it cannot handle, its just astetics.
some pics, and its the left pec that is smaller, I know he/she is a pig, pushing others out the way to get the food, even bigger fish, don't matter koi runs them over. The sixth pic you can tell.
It either had an infection when very young that required repair or it's simply a genetic deformity. Either way, it's still a decent fish.
