pond pumps run 24hrs 7 days a week and are usually economical to run.. your well pump is expensive to run and not meant to run all the time. they were designed to bring water up from 60-100 feet..not a water feature at 4 feet.. unless you want Old Faithful on your deck..

I'm thinking lilli means something like this...

I just did a google search for "hand pump water fountain" and it gives a few hits...

Here's one site with some different ideas.

I have one and have never done anything with it. I had thought about using it in a waste water container from my pond waste to fill the watering can. You would likely have to gut the inside to make it work for a fountain.

I have a submersible pump flowing water through an old well pump and then returning it to the pond. You could just use a small submersible inside a tank/container and use a uniseal or other fitting to get the tubing out to the pump. I just cut off the pipe at the base of the pump and use a rubber boot and a 90 degree fitting to hook to.
